Americans with Disabilities Act · Title II
Accessibility Statement & Complaints
Gooding County does not discriminate on the basis of disability in its services, programs, or activities. This page states what we conform to, what we know still needs work, how to ask for help, and how to file a complaint — including what happens after you do.
Conformance status
This website is built to WCAG 2.1 Level A and AA, the standard required by the Department of Justice's Title II rule (28 CFR § 35.200).
Current status: partially conformant. "Partially conformant" means that some parts of the content do not yet fully meet the standard. We publish that status rather than claim full conformance we cannot evidence.

Known limitations
We would rather list these than have you discover them. Each one includes what to do in the meantime, and when we expect it to be fixed.
The navigation menu is not announced correctly by screen readers
The current site builds its main menu out of list items marked as a menu widget (69 instances measured across the site). Screen readers announce it as a menu with no menu items, so the site's structure is not available to them.
In the meantime: every page carries a "skip to main content" link and the site map lists every page in plain text. Timeline: the rebuilt templates use a plain navigation landmark; live from launch.
Some buttons and icons have no text a screen reader can announce
Twelve icon-only buttons on the current site have no accessible name — no label, no text, nothing. A screen-reader user hears "button" and has to guess.
In the meantime: the same actions are reachable from the site map and by calling the Clerk's Office at (208) 934-4841. Timeline: fixed in the rebuild; every control ships with a visible label or an accessible name.
Some text does not have enough contrast
Seven places on the current site render text at 2.22:1 against its background, where 4.5:1 is required for normal text.
In the meantime: browser zoom and high-contrast mode both work on the current site. Timeline: corrected to at least 4.5:1 throughout, checked at launch and at each annual review.
Older agendas, minutes and ordinances are scanned PDFs
Documents published before 2024 are image scans without a text layer, so a screen reader cannot read them.
In the meantime: request any document in an accessible format and the Clerk's Office will send it. Timeline: remediating in year order, newest first; finished by March 2027.
Two services are run by other organisations
The parcel map (ArcGIS) and online property tax payment (Point & Pay) are third-party services, not built or hosted by the county.
In the meantime: the same information is available in person at the Assessor's and Treasurer's offices, and by phone. Timeline: we raise accessibility with those vendors at each contract renewal and re-check them at each annual review.
What we have done
- Audited the site against WCAG 2.2 A and AA with automated scanning across pages, not just the homepage.
- Rebuilt the page templates with a single H1, correct heading order, landmarks, and a visible focus ring on every control.
- Gave every image written alternative text, and stopped the practice of leaving it empty.
- Checked every text and background pair to at least 4.5:1, and state that ratio on this page.
- Made every form usable with the keyboard alone and with JavaScript disabled.
- Published this statement with named limitations and dates, rather than a general claim of compliance.
Compatibility and testing
Tested at 320px and 1440px wide, and at 200% and 400% zoom, in current versions of Chrome, Safari, Firefox and Edge on Windows, macOS, iOS and Android.
Tested with NVDA on Windows, VoiceOver on macOS and iOS, and keyboard-only navigation. Text is readable when spacing is overridden; nothing depends on colour alone to carry meaning; motion respects a reduced-motion preference.
Not supported: Internet Explorer and browsers more than three major versions old.

How the complaint process works
Every complaint is reviewed by the ADA Coordinator. There is no cost to file, and retaliation against anyone who files is prohibited.
- You file — online, by phone, by relay, by mail, or in person. Do it within 60 days of the incident.
- The Coordinator contacts you within 15 calendar days to discuss the complaint and possible resolutions.
- You receive a written decision within 15 calendar days of that discussion, in an accessible format if you asked for one.
- If unresolved, you may appeal to the governing body within 15 calendar days of the decision.
If you are not satisfied with our response, you may also file a complaint with the U.S. Department of Justice.
File a complaint
About 10 minutes. Fields marked * are required. You do not need an account, and nothing is timed — if you leave this page, your entries stay in the form as long as the browser is open.
Prefer not to use a form? That is a reasonable choice, and it is often faster. Call (208) 934-4841, use relay 711, email sburling@goodingcountyid.gov, or come to the office. A paper form is also available — other ways to file.
Other ways to file
The online form is one option, not the only one. Any of these will be handled the same way.

Common questions
Does filing a complaint cost anything?
No. There is no fee, and retaliation against anyone who files is prohibited.
Can someone file on my behalf?
Yes — a family member, caregiver, or advocate can file for you. The form asks for their relationship to you.
Do I have to use the online form?
No. Phone, relay, email, post, and in person are all accepted, and the paper form is on this page. The online form exists for convenience, not to gatekeep.
How long does it take?
The Coordinator contacts you within 15 calendar days, and you get a written decision within 15 calendar days after that discussion.
What if I need this page in another format?
Call (208) 934-4841, use relay 711, or email sburling@goodingcountyid.gov. We will provide it in the format you need, at no cost.
Does filing with the Parish stop me filing with the DOJ?
No. You can file with the Department of Justice at any time, before, during, or after our process.
